Handle attribution chains when checking for location disavowal.

This amends the logic used to check if a caller has disavowed the
use of Bluetooth for location via a neverForLocation flag.

For renouncement, we check at every step of the attribution chain.

For disavowal, we check at the end of the attribution chain.
