BT: Send correct call state for Voip call at SLC.

When HS is connected while Virtual Call is ongoing, we send
correct call state in CIND update. But at SLC, phone state
query result updates CIEV 1,0 to remote. Remote treats it
as Voip call termination which is incorrect. Update correct
call state as call active at SLC so that SCO is opened.
