OPP: Fix SDP event receive issue.

Usecase:
1. DUT paired with another phone
2. select a  pictures, and send it over Bluetooth
3. select paired device

Observed Results:
Bluetooth didn't create connection with another phone.

Rootcause:
OPP transfer not received ACTION_SDP event
after completion of SDP.

Fix:
In Some rare cases before register  SDP event receiving ACTION_SDP event from
sdp manager. so, register SDP event before start SDP search
to avoid this race condition issue.
