Bluetooth: Map: update proper interrupted state during bt on/off

If listen socket creation fails for map services, then update
proper interrupted state. This would avoid the socket creation
failure during subsequent trials. Also cleanup init socket code
to stop trying to create listening socket if adapter becomes null
or if bluetooth is turned off.
