bluetooth: notify ACTION_ALIAS_CHANGED

The action ACTION_ALIAS_CHANGED is defined inside the framework but never called. This
change forces a notification of ACTION_ALIAS_CHANGED when the user changes the bt device
alias. sBluetoothInterface->set_remote_device_property doesn't invoke the
remote_device_properties_callback callback, so just force an internal invocation.
