Twelve: Update deps for QPR2

This is specifically required because navigation-ui has been
updated to 2.9.0-alpha07 in AOSP and it requires material > 1.12.0.

AOSP ships with 1.13.0-alpha08 and it works OOTB.

Also update all the other entries to the closest possible match.
