Fix LauncherProvider newScreenId issue 

Remove maxScreenId from LauncherProvider and whenever we need
a new screenId, query the database to calculate a new screenId.
Also converted and refactored AddWorkspaceItemsTaskTest
and added some extra test cases.

Test: manual & AddWorkspaceItemsTaskTest.kt
