Fix flaky widget tapl tests

Potential issues:
1. Widgets floating tips view is being shown
2. Header visible height is too small to be considered as a scroll
   gesture

Test: Run AddConfigWidgetTest, AddWidgetTest, BindWidgetTest &
      RequestPinItemTest
