Settings: Fix preferred install location dialog will dismiss after rotating screen

[Preconditions]
Turn on Auto-rotate screen

[Procedures]
1.Enter Settings->Apps->Menu->Preferred install location
2.Rotate screen
3.Check the preferred install location dialog
4.Preferred install location dialog shouldn't dismiss after rotating screen
