[Testcase] To migration CarrierPreferenceControllerTest

1. Use AndroidJunit4 instead of RobolectricTestRunner
2. Use ApplicationProvider instead of RuntimeEnvironment
   to get context
3. Change Copy Right
4. Remove the mock of PreferenceScreen
