Settings: Simplified Chinese Translations

Updated translations and reorganized all CM strings into cm_arrays.xml
and cm_strings.xml respectively.

Patch Set 2: Made the changes suggested by Engle Mars, as well as
deleted all comments as per the new translation policy. Also added some
new strings.

Patch Set 3: Updated with new suggestions and strings.
