settings: allow device specific settings menu 

Some devices (ZTE & some Motorola, possibly more) have device specific
settings apps. Add a device settings entry to the settings menu that will
be displayed if the device settings app provides the
com.cyanogenmod.action.LAUNCH_DEVICE_SETTINGS action.
