Regenerate timezones.xml after adding Asia/Shanghai timezone for

mainland China, using cldr 1.7.1 and merging translations for "Beijing".

Remove unused localized timezone "xml-no/timezones.xml".
"nb" is now used instead of the deprecated "no".
