Settings: FR translations

Mostly from CM 10.2 translation, with some modifications and new strings.
Patch set 2 : corrected LED translation according AOSP translation, added missing arrays and deleted useless strings.
Patch set 3 : added missing translations
Patch set 4 : cm_strings.xml was missing :(
Patch set 5 : added missings AOSP translations in cm_strings.xml
Patch set 6 : fixed some apostrophes.
Patch set 7 : rebase.
Patch set 8 : removed zRAM strings.
Patch set 9 : corrected according to comments.
