Refactor sound settings page for catalyst

We have preferences existing in the sound settings page and new sound
screen. In order to ensure VolumeSeekBarPreferences work smoothly,
this changes support adding callback handling to
VolumeSeekBarPreferences that are migrated in the new screens.
