[device_state] add support for Apps > Special Access > Connected Work & Personal apps

Add AppInfoInteractAcrossProfilesScreen and AppsInteractAcrossProfilesScreen.
Add their keys to the list of settings exposed by the app function.
Expose InteractAcrossProfilesXx functions for logic reuse.
