[RESTRICT AUTOMERGE] Add new ACTION_WIFI_DETAILS_SETTINGS to Settings

- Need to export the interface to Quick Settings to launch Wi-Fi Network
details settings.

- Rename WifiNetworkDetailsFragment.class
