Gallery2: Remove global audio config for speaker on feature

- Audio is routing non speaker device on VoIP call
  with Gallery app playback concurrency

- Speaker Hooker changing audio global config for
  SPEAKER_ON feature, which impact device routing
  for concurrent use cases
  Speaker on feature is APK specific feature,
  setForceUse should be used instead of Global config

- Remove Global config API from speaker hooker
  for SPEAKER_ON
