Make flags and screen size parameterization opt-in for all tests.

Use TestRunner for all tests and add instrumentation args to force
screen size and flag parameterization.

These arguments allow running tests with specific parameterizations
(e.g. all screen sizes or all flag states) regardless of whether the
test class has the corresponding annotations.
