Dialer: Remove the RECORD_AUDIO permission

RECORD_AUDIO permission was added on AndroidManifest.xml in
platform/packages/apps/Dialer, but the recording function is
removed out of the InCallUI to another process. So we can
remove the permission statement in Dialer now.
