This is an odd thing to do, this should be done by overlay from device tree because mode 4 requires device support

For example, https://github.com/LineageOS/android_device_asus_Z01R/blob/lineage-17.1/overlay/packages/apps/Dialer/java/com/android/dialer/callrecord/res/values/config.xml

Enabling this way without hardware testing might result in some devices providing the record button but have faulty recordings
