Missing "Record call" button in dialer

- Device model(s): OP7 Pro, FP3 and maybe others
Summary
A user reported that he didn't see the "record call" button in /e/OS during a dial, on /e/OS 0.14 OP7 Pro. He reported a similar issue on his FP3.

Call someone with the dialer
What is the current behavior?
No call record button
What is the expected correct behavior?
Call record button should be visible and actionnable.
Technical informations
Interestingly, this bug doesn't not happen on /e/OS 0.14 on an OPP7. So diffing the two source code branches could help to find a difference.
Interestingly, this bug doesn't happen for me on an FP3+!
