Create call settings intent in DialerSettingsActivity. 

- Remove helper method in DialtactsActivity.
+ Create intent in DialerSettingsActivity.

This is the only place the method is called; it seems that this code
to create the intent should live in DialerSettingsActivity instead
of DialtactsActivity.
