Add T9 search support in Chinese

       Add English name search support in Chinese T9.

       Add full PingYin search support in Chinese T9.
Patch Set 4
       1. Add locale changed event listener to reinitialize the T9 search to fix the bug that can not switch to locale search.
       2. Fix the highlight name problem.

       Change the comment from Chinese to English.
