lineage-sdk: Start Weather service in onUnlockUser.

  After reboot the active WeatherProvider is started (onBootPhase)
  too early, resulting in WeatherProvider not syncing anymore.

  Start the active Provider when userland apps are ready to fix this,
  like on 14.1:
