hal: allow compress voip on raw output streams

voice_extn_compress_voip_is_config_supported checks the output
format to determine if it's suitable for compress voip. If
use.voice.path.for.pcm.voip is set to true, 16 bit PCM is supported
for compress voip.  Allow the flags to specify 16 bit PCM as well.
