Fix VtsHalWifiV1_0Host#WifiStaIfaceHidlTest.SetScanningMacOui fail

1. snip the VtsHalWifiV1_0Host#WifiStaIfaceHidlTest.SetScanningMacOui test
    if SCAN_RAND capability is not supported on dut device

Test: execute VtsHalWifiV1_0TargetTest of VTS test
