Mark android.hardware.security.dice as system_ext_specific

When OVERRIDE_TARGET_FLATTEN_APEX=true is set and Virtualization
module is included, build fails with the following:
    FAILED:
    build/make/core/artifact_path_requirements.mk:30: warning:
        device/google/raviole/aosp_oriole.mk produces files inside
        build/make/target/product/generic_system.mks artifact path
        requirement.
    Offending entries:
    system/lib64/android.hardware.security.dice-V1-ndk.so
    system/lib64/android.security.dice-ndk.so
