Fix DabTune VTS failure of BroadcastRadio v2.0

When cherry-picking I28b1406a26fa66bcf972a6efd42ee76a55bae374 from
android10-tests-dev to android11-tests-dev, TEST_F should've been modified to TEST_P
but it didn't.
This is just a simple fix for it.
