Fix ANAPIC review comments (hardware/interfaces)

* Use "GnssAgc[] gnssAgcs = {};" for backwards compatibility
* Add comments on AgnssTypes
* Rename SetIDType -> SetIdType
* Update the comment on NetworkAttributes -> networkHandle
* Remove the “DELETE_” prefix in the GnssAidingData
* Make a parcelable for setPositionMode parameters
