Fix TunerHAL deadlock issue

testRecordOutput() holds msgLock preventing record thread from progressing
  Calls to stopRecordThread() block forever
  Therefore remove the calls to stopRecordThread()
Fix mDataOutputBuffer copy size
Fix getCiCamInfo config
