Add some new features to tuner AIDL HAL.

*) Allow section filter version to be optional.
*) Add separate DemuxScAvcIndex for the AVC.
*) Support for secure MediaFilter buffer configuration.
*) Remove duplicated UNDEFINED and NONE from DemuxRecordScIndexType.
