wifi(interface): NAN HIDL interface

Interface is mostly a replication of the wifi_nan.h HAL header file.
1. All the methods are in |IWifiNanIface|.
2. Moved all the callbacks to |IWifiNanIfaceEventCallback.hal|.
2. Moved all the data types to |types.hal|.
3. Changed all the variable size arrays to vecs.
