Do not send terminal response incase of 'SET_UP_CALL' user timeout.

Currently for SET_UP_CALL proactive command, a redundant terminal
response is sent on user timeout.

Add a condition in CatService, to prevent terminal response
for 'SET_UP_CALL' user timeout response.
