Fix SMS(over IMS) to 911 in LTE

RIL reports LTE in VOICE_REGISTRATION_STATE after checking
ims registration, unlike LTE is reported in DATA_REGISTRATION_STATE
with out IMS registration check.

In order to send SMS over IMS(emergency PDN) to 911 supported by a carrier,
Atel does not need to wait for IMS registration if device is LTE registered.
