Restrict auto data switch between primary and OPPT subs in same group

This change prevents auto data switch between primary and OPPT subs if
they are not in the same subscription group.

The feature is designed to switch subs for the same carrier. It can
avoid data switch between a primary sub and a standalone oppt sub from
other carrier.
