Reset sIccId[] on SIM NOT_READY.

On SS->DS switch, phoneId to physical slotId mapping may change.
In that case if the newly active physical slot maps to the old
phoneId (phoneId 0), sIccId[0] was not getting updated due to
which SubscriptionController had stale info.
