Updating portindex in the builder of subscriptionInfo 

the constructor of the subscriptionInfo is updated to builder,
here while building subscriptionInfo getting portIndex as -1 for
activeSubsInfo, hence test cases are failing. updating portIndex value
to default ie to 0.
