Read PNN and OPL from SIM 

Read PNN and OPL from SIM for carrier display name resolver, and
add corresponding parsing methods.
Add Methods getPnnIdx() and equals() in class OperatorPlmnInfo.
Add unit tests.

Bug: 152518548
Test: SimRecordsTest, IccRecordsTest,and
manual check with physical SIM card.
