Add execution of timezone-related CI tests

Explicitly add execution of time / timezone-related CI tests. Our "rule
of thumb" - if we have OWNERS for code, we should have a TEST_MAPPING.

Note: android test hub suggests that currently only
ServiceStateTrackerTest is ever run in CI as part of
FrameworksTelephonyTests, and that's because of a TEST_MAPPING off in
system/tools/aidl/
