Handle new cmds received as EVENT_NOTIFY 

QMI_CAT will cache some proactive commands and send
them as EVENT_NOTIFY when Android Telephony restarts.

Handle new cmds and do not send TR for these commands
when received as EVENT_NOTIFY.
