IccRecords: Add support for reading RUIM_ID.

Add support for EF_RUIM_ID for RUIM/CSIM application

RUIM EF stores the (up to) 56-bit electronic identification number (ID)
unique to the R-UIM.(Removable UIM_ID).
Refer to 3GPP2 C.S0023: "Removable User Identity Module for Spread Spectrum
Systems".

RUIM_ID should be mapped to MF_SIM/DF_ADF for CSIM application
