Set mDefaultEuiccCardId TEMPORARILY_UNSUPPORTED

On HAL 1.2-13 when there is no active eUICC but there is an inactive
eUICC, we set the default EUICC to TEMPORARILY_UNSUPPORTED.
This value is internal to UiccController, and should be converted to
UNSUPPORTED when requested by outside classes.
