Detect and report error when RILJ faces repetitive wakelock timeout or system errors

Once detecting RIL command wakelock timeout or continuous system error,
report radio error

Test: 1. Maual test. Change code to make RIL not response or keep reporting
system error and check if status is correctly reported
      2. atest RILTest
