Add vendor prefix files

- Block the Mobile data selection pop-up.
- Change default mobile data settings behavior.
- Add support to automatic fallback of voice/data/sms
  preferences when only one SIM active/avoilable on Dual
  Sim device.
- Add SubscriptionInfo record early when ICCID avaialble
  from SIM Ready event
