Revert max ringing/dialing call check for DSDA

Rever the logic for Telephony to handle enforcing the max
ringing/dialing call check for single sim calls. This was causing lab
test failures due to a timing issue of when the enforcement happens.
Instead, the Telecom check will only be handled for DSDA calls.
