Also check ImsPhone emergency all status when evaluate preferred data

When evaluating switch, the current code only consider GsmCdmaPhone but
not include ImsPhone. Once the call is dial with IMS, PhoneSwitcher
will still do switching even it is emergency call.
Also consider ImsPhone when checking emergency call status to fix the
problem.
