Don't switch to phone in voice call if call is on IWLAN or cross SIM.

If voice call happens on wifi or on the current data SIM, we don't need
to switch data to the phone with voice call.

Test: unittest and manual - register non-dds phone on wlan, make voice
call and verify there's no dds switch.
