Add Carrier Config Package as OwnerUid

This change conditionally adds the Carrier Config App's UID to the
OwnerUid if it is also listed in the administrator UIDs.

This is in preparation for allowing Carrier Config App access to
restricted APNs (such as CBS, FOTA, etc).
