Implement API for CTS test to control the max allowed data mode.

Add API to set max allowed data mode, this API can be used by only CTS test.
This API can be used in the following test case:
Test the behavior when data is not allowed in the SATELLITE_COMMUNICATION.

The way how this value is used will be implemented in the following CL.
